I’ll answer this because I’ve gotten it, no lie, about 25 times.
If you go to New York City, you’re going to see tall buildings, neon signs, modernization. 
If you go to the heart of Kansas, you don’t see any of those things. Other than a tractor here or there, it looks like it would 50 years ago.
That’s what’s happening here. This town that Yukone went to was obviously a smaller village in the Water Tribe, not the capitol. Hence, less urbanization, less technology.
Remember, it’s based off of the 20s. Technology is a new thing.
